It's hard to describe,
It's like a skin covering the rock,
Do sponges spread like that?

Assuming that the disk shaped thing on the left is not part of it, I think it looks like something from the porite family of hard corals maybe Porites astreoides.
Try to find pictures of it with its polyps closed up because porites look furry with their polyps extended.

Well done with the picture, very clear.
I couldn't say what it is with any degree of certainty.
Is it hard or soft ?
Try a few searches on smooth encrusting montipora.

Don't think it's a monti, looks more like a softie to me?

Is it hard when you touch it or soft?
